Expert Second Opinions for Special Education Testing, IEP Disputes, and Student Advocacy

Are you concerned that your child’s school evaluation was incomplete, inaccurate, or did not reflect your child’s full learning or behavioral profile? Do you disagree with the results of a district evaluation? You have the legal right to request an Independent Educational Evaluation (IEE)—an impartial, expert assessment conducted outside of the school system.

What Is an Independent Educational Evaluation?

An Independent Educational Evaluation (IEE) is a private assessment conducted by a qualified professional not employed by the school district. Under the Individuals with Disabilities Education Act (IDEA), parents have the right to request an IEE at public expense when they disagree with a school’s evaluation.

IEEs are used to:

  • Provide a second opinion on your child’s learning or emotional needs

  • Clarify eligibility for IEP or 504 services

  • Determine if current services are appropriate

  • Help resolve special education disputes or due process cases

  • Ensure your child’s strengths and challenges are fully and fairly understood

What’s Included in Our IEE Process

Every Independent Educational Evaluation at Leonard Educational Evaluations is customized to the student and meets all federal and state legal standards. Our evaluations may include:

  • Review of school evaluations, IEPs, progress data, and educational records

  • Interviews with parents/guardians, teachers, and service providers

  • Direct testing of cognitive, academic, emotional, behavioral, and functional skills

  • Standardized achievement testing

  • Cognitive/IQ testing

  • Emotional and behavioral screening

  • Observations in school or community settings (if permitted)

  • Detailed report with diagnoses (if applicable), IEP-relevant data, and actionable recommendations

  • Collaboration with legal representatives, advocates, or special education teams (when authorized)

Our IEEs are thorough, impartial, and designed to withstand legal scrutiny, making them especially helpful during IEP team meetings, mediation, or due process hearings.

When to Request an Independent Educational Evaluation

You may consider requesting an IEE if:

  • You disagree with your child’s school district evaluation

  • The school’s testing did not include areas of suspected disability (e.g., ADHD, anxiety, dyslexia)

  • The school did not provide cognitive, behavioral, or emotional testing

  • You feel the evaluation was rushed or results don’t match your child’s struggles

  • Your child has an IEP or 504 Plan, but services aren't working

  • You need documentation for out-of-district placement, compensatory education, or legal action

  • Your attorney or advocate has advised you to pursue an IEE

  • You simply want a second opinion by a trusted, experienced evaluator

Whether your goal is clarity, advocacy, or appropriate services, an IEE offers a path forward.
