Trusted Expert Evaluations by School Psychologists & Educational Specialists & Administrators for Schools Districts in PA, NJ & NYC

School-Based Evaluations, CST Evaluations, MDE Evaluations & Independent Educational Evaluations (IEEs)

At Leonard Educational Evaluations, we provide thorough, evidence-based evaluations for public and private school students—covering cognitive, academic, social-emotional, and behavioral functioning. Our reports are clear, legally defensible, and actionable, ensuring that students receive the services and accommodations they need to succeed.

We know how important it is to have someone conduct comprehensive evaluations that can be trusted.  That is why we want to reassure you that we have decades of experience working in school districts across NJ, PA, and NYC as administrators, supervisor, school psychologists, speech/language therapists, learning consultants and social workers.  We have case managed, written IEP and 504 Plans and are familiar with curriculum and instruction and experts in federal and state code regarding special education and ADA.

When a student is struggling academically, socially, or emotionally, a school-based evaluation can identify learning needs, determine special education eligibility, and guide effective support. Whether conducted by the school’s Child Study Team (CST), as part of a Multidisciplinary Evaluation (MDE), or through an Independent Educational Evaluation (IEE) requested by parents, these assessments provide the foundation for IEPs, 504 Plans, and targeted educational interventions.

What Are These Evaluations?

School-Based Evaluations (CST or MDE)

  • Conducted by a public school district’s evaluation team to determine eligibility for special education or related services

  • Include multiple areas: academic, cognitive, social-emotional, and speech/language if needed

  • Lead to an IEP, 504 Plan, or service recommendations

Independent Educational Evaluation (IEE)

  • Conducted by an outside, independent evaluator when parents disagree with the school’s evaluation or want a second opinion

  • Parents have the legal right to request an IEE at public expense in certain situations under IDEA

  • Often more in-depth, with broader testing and detailed recommendations
